This is the router that I have for my apartment www.linksysbycisco.com/US/en/products/WRT54G2My problem with the router is that I have actually a very fast internet connection almost 30Mbps down. But wirelessly when I check the speed it never goes over 4Mbps. I tried connecting my laptop to the router and it gets the speed advertised by the cable company. I thought the problem was with my laptop but all of my room mates have tried and got similar results. We are connecting to the router at 54 Mbps with full bars. However, we are not getting the speed transmitted by the modem.

I'm assuming you have encryption on and when you're testing nothing else is using the connection. Check the router settings for the wireless speed. Most come default to auto so it'll give the best speed that it feels the connection can sustain. Keep in mind that the bars are an indication of signal strength and not of speed. Even though you could have good strength the speed could be low. Also, the 54Mbps is a theoritical maximum and should not be expected to ever be achieved regularly. However, you should be getting a faster speed than 4Mbps, but 4Mbps is nothing to sneeze at.
Are you experiencing issues with connectivity or are just concerned that you are not getting the speed you paid for?
Also, try turning off encryption and see if that boosts your speed any. If it does you could forgo encryption and use the MAC address filtering option to only allow those MAC address of you and your roommates computers on the network.

Connectivity is not really a problem. The problem is that we are not getting the speed we paid for. I am not too concerned since I am pretty close to the router and I have an ethernet cable running to it. I feel that it is unfair to my room mates. I will try to unsecure the network and try mac address filtering. If that does not work I may just let it be.

I tried a few speed tests without encryption and tried changing the channels as well. I also messed with some settings such as frame burst but nothing helped. The transmission speed was set to Auto and then I changed it to 54 but it just slowed it down some how. If I would buy another router what specs should I be looking for that ensure fast transmission speed and somewhat long signal range.

Go wireless n. I just bought the linksys dual band wireless n router and it covers my entire 2600 sq foot house with no issues. The dual band is nice because I bought the dual band gaming bridge so my xbox is not on the same frequency as the rest of the wireless traffic. It's helped out my network greatly.
As a side note, if you're seeing the correct speeds over the cable then you're getting what you're paying for. It's probably a matter of router location, number of walls, and interference that may be slowing down the other connections.
