It's actually Vista at it's core. There's no way Microsoft could out out a new OS 18 months after Vista if they started from the ground up. I have to say though that despite all the issues when Vista first came out, and some of the issues it still has, I haven't really had any problems running it. There's some driver issues because I'm running 64 bit Vista Ultimate but after MS put out SP 1 Vista became more stable. If you turn off teh UAC it's no where near as annoying either.
Windows 7 looks slick though. The screen shots of it posted on various review sites show changes to the way the taskbar works, better user control, and updated visual goodness IMO. I'm inclined to give it a try when beta 1 comes out as MS says it'll be a full functional beta. Meaning that it'll have all the stuff in beta 1 that will come with the release version. MS has said they'll be concentrating solely on bug fixes rather than tryingt o add new content while in beta. It's all in the article linked in my first post.

Reading all the comments in that article kind of pisses me off... I wish opposing factions would stick to their own stuff instead of slamming the other. But it sounds really solid. I'd really like to try it out!

MS couldn't handle the demand for the Beta. They had to take it offline to add additional servers to ensure a quality download. Here's the message from teh Windows 7 home page:
Apparently a ton of people are excited to get rid of vista.

I'm using it right now it's it's not bad at all. IE 8 beta 2 is still a little buggy at times but the OS itself is pretty solid so far. I only have 2 devices that are not loaded. I think one is the game controller port that I don't really need and I'm not sure of the other. Neither are effecting system performance.
Since W7 is Vista at it's core, most of the drivers for Vista worked well. I'm using the 64 bit version of W7 as well as the 64 bit version of Vista(dual boot). I'm primarily using W7 for everyday usage. I haven't loaded MS office yet but I'm sure it'll work fine. Flasha dn acrobat reader have loaded without issue. The interface is Vista like with an orb start button but the taskbar has been totally revamped.
I had an issue loading my officejet 7780 all-in-one printer software for Vista on W7. I received an error stating the OS was not compatible. After getting that I went through the add printer wizard just to see what would happen. W7 actually found the printer and installed the correct driver. I was impressed. It even gives me a picture of the actual printer for the printer icon, not just a bland printer icon as in the past.
In all it's still early as I'm only at the tip of teh testing iceberg but my initial impression of the OS is high. It seems MS may have actually listened to it's users this time around.

Is it bulky like vista? I noticed a decrease in performance with vista. I don't know about 7 though.

not at all bulky. Vista isn't bad after you put service pack one on it. Plus if you make sure to go beyond the basic configuration to run Vista you'll have a much better experience. ie minimum of 2GB RAM, a good PCI-E video card. A mid-line dual core processor minimum.
Like I said earlier, it seems quick to respond to just about every request. I've opened multiple windows without a problem. I've used the peek feature without a crash. Again, the IE 8 beta 2 build that came with it is buggy. I've had probelms with using multiple tabs with it and also using the peek function when IE is minimized. I'll try install firefox 3 and see what happens with it.

It's really not that bad. I'l probably put office on this weekend and maybe try a game to see what happens.
