i have no idea how to even start Illistrator but i guess ill check it out. That program is vector based right?

Yes, it is vector based. And i think the pen tool is much easier to use, but it is really different from photoshops

Isnt there a filter in PS that lets u get the same effect? Without all the hard hard work?Or, cant u find a filter thatll do that?

I see what you are saying Joe, and there is a way in which you can transform a picture into anime. My friend did it in our Digital Art class, and he was done within a week.
