i ordered pizza at 10am to be at my house at noon...it arrived at 12:30 and the guy didn't have change, he didn't have the pizza in the warmer and it was cold and he still made me pay him

my question to u is...if pizza is 30 min late when u pre ordered it...do i still have to pay?
