As far as these go, they can range from $50-$150. Of course the $150 one will get you way better quality. Some CCs I would suggest are:
Dazzle DVC 150
Dazzle Video Creater Platinum
Dazzle DVC 90
ATI TV Wonder USB 2.0
Pinnacle Studio Moviebox Deluxe 9
Pinnalce Studio Moviebox 9 USB 2.0 - What I use.

Capturing / Editing-
Most CCs will come with their own capture / editing program.
