I have been getting really laggy video playback recently. I have checked for virus's and stuff, but i still have not found the probelem. No matter which video i choose there is lag.

If you're streaming the video then your susciptible to all the internet traffic and lag that goes with it. I've learned that videos use the UDP connection which does not perform conformation of received packets so if a packet is lost or damaged it'll need to be resent. This could cause lag or other issues with video files.
If you've downloaded the files and are getting lag then it your pc having issues. It could be that your resources are running low. Try cleaning out the temp files, temp internet files, history, cookies and defrag the machine. Also check the available hard disk space. Since the hard drive is used for the swap file(temporary storage for items not currently used in the system ram). If the hard disk is getting full, the swap file shrinks and a performance hit can be seen in the PC.

I will defrag my hard drive, but how do i clean the temp internet files and history and cookies and stuff.

Open internet explorer then select tool>internet options menu
From there you should see on the general tab options for cookies, temp intenternet files and browsing history. Delete all of these and make sure to include offline content. This will get rid of al those files.
