Alright, I will jump on this one...
Like Doug said, its because of your router. Not all routers are xbox live compatable. Xbox live compatable refers to your router's NAT (Network Address Translation) settnigs. Xbox live has split the NAT settings into three categories: open, moderate, and strict. An xbox live compatable router will have open NAT connections. Strict NAT connections are not what you want for xbox live.
So when a person with strict NAT settings creates the party, anyone with moderate or strict settings on their router will not be able to join the party.
What can you do to get around this? First try upgrading the firmware of your router. To do that visit the manufacturers website and you should be able to find the updates as well as installation instructions.
If that doesn't work do what I do: connect your xbox directly to your modem. You will get a better connection and won't have and NAT issues to deal with.

Or, just have a bridged connection from your computer to your xbox. I only have problems with not being able to join people with a few, and those go away after a month, but those are the people with horrible hosts (virus). Or, just do a direct connect. You get the best connection, and none of that happens unless your modem is funky.

You need two network cards to do that and even then if you computer is connected to a router you will still have issues as the problem is with the router. I wouldn't recommend that anyway.

I have this problem as well, but atm the only option because of my network and my laziness would be to change my router settings, if i just go into my router setup and make it have open NAT settings will that fix everything?

It is waht I do. You don't need 2 network cards, you can use a USB internet cord and plug it in the back, then use the crossover to the xbox. But why would you have that hooked up to a router? Modem-computer-xbox.

Your usb would take the place of the second network card I am speaking of. And notice that I said IF your computer is connected to a router. Most households have more than 1 computer, and a router is the easiest way to solve that.

Very true..also the thruput on the USB connection could cause a bottle neck. I would stick with a router config if you can and just upgrade/adjust the settings. I have the d-link gaming router with the gamefuel technology that is supposed to redue lag. It probably would if I set the priority to the xbox but my wifes computer has priority. It's a very nice router but I wouldn't get it if all you need to do is adjust some settings.

It's $150 for it. Also, if you go wireless with it and need a repeater, only another DLG-4300 can repeat the signal. It uses a WDS (wireless distribution system) rather than the traditional repeater to boost the signal. It's cool because laptops can roam really easily but the documentation on how to set it uo isn't that great and your limited to only using WEP encryption instead of the more secure WPA shared key technologies.

Also, to check that you have an open moderate or strict nat. Go to your network settings on your xbox and go to connect. Once it has connected hit Y then A. It should have your nat settings. There will be three categorie(i dont remember the names i think it was ICQ and somehting but the third one will be nat) Check the settings for each and make sure they all beging with the number 1. That means your router is open.

Okay, first of all: i have a big problem joining people, and to rule out a few solutions that might work for others.
1. i cant connect directly through my modem, people in my house are always on more than one system requiring internet.
2. I've checked and I'm pretty sure I have an open router setup, i did the connect+Y+A thing and all were 1's.
3. I just downloaded the latest firmware for my router, but I'm confused about it. Its a bin. file type and I'm not sure if im supposed to open it or what...does it just sit there after i've d/l'd it to my harddrive?

The fireware update has to applied through the router. To do so you'll need to log into the router with internet explorer. Once in, you'll look throught hte setting until you find the section labeled firmware update. If you have the option of backing up your current configuration, DO IT. When you upgrade to the new firmware you could possibly screw stuff up and want to reapply your old fireware/settings. You cannot do it unless you have the old files.
Now, once you upgrade the firmware you'll need to reset all the settings for the router, to include it connection to the internet, LAN settings and any filters that you had setup. Write them down BEFORE you flash the firmware so you have a reference to go by.
If you're not comfortable doing the flash, find someone who is that you can trust to not screw up your network. After you flash the firmware be prepared for some internet downtime until you get all the setting redone.
Hope this helps a little
