what is the best graphics card i could get for 300-400 $
i will also post my system info, cuz im trying to pimp my PC before C&C3 comes out next year
also what else may i have to get,, like more RAM?

Depends on what type of expansions slots you have. If you have a PCI express x16 then definitely go with one of those cards. If you have and AGP 8x slot then go with that style. There's alot of cards to choose from an personal preference play a big role in which manufacturer brand to buy. I prefer the NVidia series but others swear by ATI. Both are about the same unless your a really hardcore gamer looking for ever bit of juice from your system. In that case NVidia is beating out ATI.
I would suggest nothing less than a 256 card in whichever flavor you buy. Keep in mind that if you plan on having an SLI system you'll need to buy 2 of the excat same card (same manufacturer ie, XFX or PNY) to have it work. You'll also need enough power to run that so if your power supply is not rated for SLI you'll need a new one.
ATI's SLI system is different and not as efficient. I'd stay away from it, but that's just my opinion. You can try it if you'd like.
$300-400 will get you a nice card in either setup as long as you look for a good deal. You can get a really kick ass AGP card for around that or under it, depending on what you are looking for.
I would say the best advice is to wait a bit. The next round of videocards will be out this winter which will drop prices on the top of the line ones out now. Plus it'll give you time to see what the requirements of the game are. If you're also looking to upgrade to Windows Vista, you need a powerful video card to handle all the extra shading effects they have included. Most of the current low end cards are not supported. If I remember right there's only a couple APG cards and the bare bottom thru top of the line PCI express cards are supported.
