Need some information before I can speculate as to why.
Processor speed and type (AMD or Intel)? Amount of ram? Hard drive size and free space? How are you capturing the video (internal card or external box)? If external do you have USB 2.0 ports in your computer? What program do you usually use? What settings are you recording at?
I think that's all for now.

um it might be my hard drive. i have like 120 GB and there is like 20% free space. 512 ram, 2600+AMD Athlon XP processor, USb ports are 2.0. i am using a Dazzle 85 external capturing device. i tried pinnacle, Vegas 6.0, windows movie maker. and i have tried every setting from best quality to worst. it use to work fine but its been weird acting now

Ok first thing is to do a disk clean-up and a defrag. It's most likely really fragmented. If it's really bad run it twice. If that doesn't help (but I think it will) try shutting down all other programs that are running when you are capturing video. The chat programs do take up resources when they are just sitting idle. The same for any other programs just hanging out in the task bar. Lastly, upgrade the RAM to 1 GB if possible.
Honestly I think the clean up and defrag will help along with shutting down unneeded programs. Give it a shot and repost your results.

well i know how to do that stuff. i have all ready defrage before i started in the first place. and my aim is never on and the capturing software is the only thing open when i do it. i think that it is because there is no room on my hard drive.

Hence the reason I said do a disk clean-up and then defrag. Also, clean out your temporary internet files and cookies along with the history. These can cause your computer to slow down.

what does the temperary internet files and the cookies do?

Mainly take up space but their real purpose is this:
cookies: hold small bits of information in case you visit the site again such as log-ins, forms, recent searches and such
temporary internet files: stored information from the web page the aids in loading the page faster
These files typically don't get purged as often as they should and can really take up some serious hard drive space. Cleaning them out and doing a defrag afterwords may help your problem.
Also, keep in mind that the less free space on your hard drive the smaller the windows swap file becomes. This is used as temorary storage when the RAM becomes full. Oh, and if you have system restore enabled that takes up alot of hard drive space. You can disable it if you choose.
