You only need one modem and one router in your house phoenix. Here is how a typical home network is set up:
The cable (same cable for you TV) goes to your cable modem. The cable modem goes to a router. All the computers/xbox's connect to the router.
If you have multiple sources (computers, xbox's, etc) using the internet at the same time, it will slow each one down because you have a limited amount of bandwidth. I have never heard of anyone having more than one cable modem in their house. It is unecessary and expensive and I don't even know that it would work. Maybe Rick knows or I will be google-ing it.

He may not be talking about a cable modem. If he's using DSL I think they may allow another modem on a second phone line but I haven't heard anything about it. The only reason I could think of that a cable company would allow another modem on the line is if they only allow 1 ip address per modem connection. (as in no sharing of the connection via a router) But I think they really don't care. I'll try to look up something when I get back from class.
As for now, if your router has a setting for bandwith priority set it for the xbox ip address or MAC address that way no matter who's one the xbox will have the most bandwith.
=edit=
I have found some information that say you can run more than one router in the house however if it comes off the same physical cable/dsl line it will not help your bandwith problems. You would have to have another cable/telephone line ran in to the house where you need the connection to be and pay for the additional internet service. Not really worth it. You might try looking up some router and modem tweaks to give you maximum performance.
