i get that alot two, i think it means all the bandwith on the hosting site is being used up

It does indeed mean that. It can also mean that the number of allowed connections to this particular has been exceeded, which is unlikely.
Now for a liitle knowledge......and I mean a little because I do not host any sites.
When your having a web site hosted there is usually a certain amount of storage space, upload bandwith and download bandwith that is allocated based on the package you pay for. Since this site is hosted on a free service they may have lower limits on those area than say a pay service would. So it is reasonable to think that in one way or another the amount of hits on the site may cause a bandwith error. It could also be that server that the site is hosted on has too many people connected and that is what is causing the too many connections error. Most places that host web sites will put multiple sites on one server. I'm sure that proboards in no exception.

hmm...happens to me maybe once every couple weeks. that's saying something cause i'm on here everyday.

Its nothing any of us can do anything about. Our forum is hosted on server 32 over at proboards headquarters. Hundreds of other forums are as well so when there is a lot of traffic you might get that message.

This "load" is based on a server wide state, not just that of your forum, so if you get the message, but you are the only one on line on your forum, it means the rest of the server is busy, not just yours.
Server loads are monitored, and if a server ever becomes too overloaded, the problem will be rectified
