You need to log in to the router with the admin account and password. Then you need to find the mac address for her computer. Once you have the MAC ( Media Access Control) address you can go to the firewall options and enter it under the MAC address filter. Make sure that you enable the filter and this will deny her all access to the internet but she'll still be able to print to shared printers and see shared files.
I do not know what brand of router you have so I cannot give specifics. If you check the router config post it'll give you links to the support site for the most popular manufacturers. Keep in mind that if your parents changed the default password you'll need to find out what it is. If not, morst of them log in with a blank password. You may or may not need the user name filled in. If so the default for almost all companies is "admin" (without the quotes).

I dont think that the internet slows down when you have a router, but it does slow down when you have a HUB.

Oh yes it does slow down even if you have a router. Some routers have a gaming priority feature and if that's not enabled then you are subject to upload switching. However no matter what router you have (and I have 2 of the new D-link 4300 gaming routers which will set you back about $149) everyone on the router is subject to the download bandwidth fluctuations. Most of them only due quality of service for uploads not downloads. For example, when I was watching a streaming video Brandon experienced xbox lag. This was due to me downloading not uploading. So unless you have a T-1 connection or a synchronis DSL connection that can handle the traffic you'll almost always experience lag even with the best routers. This wireless gaming adapter for the xbox is pretty darn good. It'll set you back about $100 though.
