TJ you could try running it in compatibility mode. Set it to Windows XP service pack 2 and see what happens.

If your motherboard has a built in graphics processor then it'll either be recognized as a PCI-E card or an AGP depending on the chipset. Most likely since it's new it'll be a PCI-E card. Most likely the cause is that it's not supported by the game. Post the model # of your E-machine and I'll see if I can help you get it running.

If you don't have AGP or PCI-E, your computer must be old and you have no business buying brand new games like C&C3. Silly TJ. Although I just read Rick's post and it sounds like you have a new computer and are using built in graphics. If thats the case, forget what I said. Instead listen to this: I suggest consulting Rick or I before you purchase your next computer. If you want to play games on it, you can't get a low end machine with no expansion slots.
Silly TJ
(btw I realize you probably don't have much control over the computer you have so if there are other factors (i.e. parents, money, etc) feel free to slap me).

*slap* Anyway, here's some help from the EA forums regarding 64 bit Vista and getting C&C 3 to work. Notice they suggest compatibility mode as well. Also, I've read elsewhere that some people with 64 bit Vista had no issues with the Kane edition. Lastly, there's 3 patches out already. Try getting them to see if they help. Here's the post from EA's forums: Although 64-bit versions of Windows Vista are not supported, that doesn't necessarily mean the game will not work. I'll try to keep the tips and troubleshooting steps we find in this post to help you get in the game. ----------------
Vista Requirements The first step is to make sure you meet not only the requirements for the game, but the requirements for Vista as well. If you upgraded to Vista on an existing machine, you have a higher chance of being below the requirements for Vista. It may sound too easy but take the time to verify that you meet all the requirements, especially for your video card ("new" or "high-end" does not always mean supported when it comes to testing the game to determine requirements).
C&C3 Requirements: C &C 3 Requirements
Windows Vista Requirements: Vista Requirements ----------------
Vista Compatibility Windows Vista offers compatibility modes which can improve your chances of running the game. Try running the Cnc3.exe file in compatibility mode for Windows XP.
Vista Compatibility Settings: Vista Compatibility Settings ----------------
Move the EA Link Cache For those of you running the EA Link version, Johnathonm found that giving the EA Link cache folder a custom location was helpful in getting the game to work.
Moving the EA Link Cache: Moving EA link Cache folder
When you move the cache, make sure the location and the name are different than the defaults. ----------------
"DirectX 9 or Higher Must be Installed" Error This error is typically due to a miscommunication with DirectX drivers. Make sure that you have the latest versions of DirectX and the drivers for your video and sound cards. You should also check that the drivers are compatible with Vista.
Updating Drivers: Updating drivers
TiberiusOne found that updating directly after installation allowed the game to run. Once the installation is complete, eject the disk and then insert the disk again. This should bring up the auto-run screen. From the available options choose Check for Updates and allow the game to update before launching the program.
Travica888 found that disabling SLI on their NVidia card resolved the DirectX error as well. [/color]

Please post your results as this may affect my purchase of Vista. Also, if you cannot get it to work, do yourself a favor and beg Todd for a new video card. It'll return memory back to the system and you'll have a better gaming experience. A PCI-E slot is available according to your system specs.
Here's you basics about your system:
CPU: Intel® Celeron® D Processor 3561 64-bit processor with Intel® EM64T Technology (3.33GHz, 533MHz FSB, 512KB L2 cache)
Operating System: Genuine Windows Vista™ Home Basic
Chipset: Intel® 945G
Memory: 512MB DDR2 dual channel capable (1 × 512MB), 533MHz (PC4200) Expandable to 2GB 2 DDR2 Slots (Total) | 1 DDR2 Slot (Available)
Hard Drive: 120GB SATA II (7200rpm)
Optical Drive: CD-RW/DVD Combo Drive 48x max. write (48×32×48×16)
Video: Intel® Graphics Media Accelerator 950 Up to 224MB of shared video memory PCI-Express® (PCI-E x16) slot available
Sound: 6-channel (5.1) high-definition audio Amplified Stereo Speakers (USB Powered)
It's actualy not a bad system for an e-machine.

Well there is your answer. You can get a good PCI-E graphics card at tigerdirect for a pretty low price, if that ever becomes an option for you.

Also, I would add a stick of RAM. 512 is bare minimum for running Vista even without the Aero interface.
